Illinois State Representative Mary Flowers talks about the Department of Human Services Small Business Grant Program that has recently been approved by the Illinois General Assembly and has now been sent to Gov. Rauner. The program would require the Department of Human Services to establish a small business grant program for public aid recipients who are interested in developing a new start-up business. Rep. Flowers, the primary sponsor of the bill, explains its benefits and how it is possible given the state’s current financial situation.
