One of the most impressive features of the Plan of Chicago, a layout for the city developed by Daniel Burnham, was its comprehensive sweep, including railway stations, parks, radial arterial streets, piers, and a yacht harbor in one integrated, rational urban landscape. At the heart of the plan was a civic center at the intersection of Halsted and Congress Streets, which became the site of the Chicago Circle expressway interchange.
