Charter schools: problem or solution for Chicago students?

This week the Chicago Board of Education approved two new charter schools, so Steve Cochran asked Andrew Broy of the Illinois Network of Charter Schools to join him in studio. Broy addresses the concerns over cost and credentials, and he reminds Steve that the main focus should be better schools overall. Instead of fighting, he suggests the city actually focus on the needs of the students.
