    We are spending on roads, bridges, we are fixing semingly good roads too, to keep the cash flowing…,but not enough for flood prevention.
    I am a civil engineer with that type of design and construction experience from the old countries, (did flood prevention and river training in Europe on an 80 miles strech of the Danube river) licensed in Illinois, still out of work. No wonder that people have to clean up their basements every year couple of times in shortage of professional management in preventive work at the local and state government levels.
