Are you KIDDING?!?!! What don't you understand about ILLEGAL IMMIGRANT!! I have a great idea, when they come to get these licenses, send them where they belong and let them become legal like the rest of us! Then they can have the privilege of getting a real drivers license! Are you Kidding?
